WHO Warns Young People COVID-19 May Hit Hard

The resurgence of the coronavirus in many countries is “driven in part by younger people letting down their guard during the Northern Hemisphere summer,” World Health Organization Director-General Tedros Adhanom Ghebreyesus said Thursday.Young adults, many without masks, are ignoring social distancing recommendations to pack bars, nightclubs, and beaches that have been reopened since authorities lifted coronavirus restrictions.“The majority of young people infected tend to have more mild disease. But that’s not always consistent,” said Maria Van Kerkhove, a WHO epidemiologist who called nightclubs “amplifiers of transmission.”Young people who show mild or no symptoms can spread the virus to more-vulnerable older people. In Brazil, President Jair Bolsonaro, who tested positive for the coronavirus on July 7 and then negative last Saturday, said that after 20 days indoors he had mold on his lungs. He is being treated with antibiotics. He had repeatedly referred to COVID-19 as “a little flu.”Brazil, as of Thursday evening, had 2.6 million confirmed cases and 91,263 deaths, according to the Muslims queue up to enter a disinfection chamber set up as a precaution against the new coronavirus outbreak, upon arrival for an Eid al-Adha prayer at Al Mashun Grand Mosque in Medan, North Sumatra, Indonesia, July 31, 2020.“We are concerned that … we will see an increase in cases as we have seen in [other] countries” where restrictions have been eased too soon,” WHO Regional Director for Africa Matshidiso Moeti said. She said more than 20 African countries have recorded more new cases than in the previous weeks, with South Africa accounting for the most but increases also reported in Kenya, Madagascar, Nigeria, Zambia and Zimbabwe.Moeti said Uganda, Seychelles and Mauritius are doing well in controlling the virus.Cuba reported nine new cases Thursday, and 37 new cases earlier this week. Just 10 days ago, Cuba reported no new cases for the first time since the outbreak began in March. However, it has reported no deaths for more than two weeks.Cuba has so far been relatively successful in fighting COVID-19, but the island’s top epidemiologist, Francisco Duran, said Thursday that Cubans are getting careless.“People are holding different types of gatherings without taking into account distancing and often without even using a face mask,” he said. “Each small peak underscores a lack of discipline … prompting stricter measures.”Muslim women wearing face masks as precaution against the new coronavirus outbreak, take a selfie after an Eid al-Adha prayer at a mosque in Jakarta, Indonesia, July 31, 2020.In Florida, Key West police arrested a couple who tested positive for COVID-19 for being in public in defiance of a quarantine order.Neighbors who videotaped the couple strolling and shopping gave the tapes to police. The couple’s arrest is among the first in the state for violating a quarantine.Florida, with 461,000 coronavirus cases and 6,600 deaths, is second only to California, which has 492,000 confirmed cases and 8,965 deaths, among U.S. states.National Geographic magazine is reporting that the first dog in the United States sickened by COVID-19 has died.Buddy, a 7-year-old German shepherd in New York became ill in April while his owner was recovering from the coronavirus.Buddy had the same symptoms as human patients, including difficulty breathing. He was euthanized earlier this month after he started vomiting and urinating blood and could no longer walk.Buddy’s doctors said he was also suffering from cancer. Doctors say humans with pre-existing conditions are more susceptible to COVID-19.The WHO says pet-to-people transmission of the coronavirus is unlikely.National Geographic says 12 dogs and 10 cats have tested positive for coronavirus in the U.S.

9 Civilians Die in Two Attacks in Northern Mozambique

At least nine civilians were killed in new attacks carried out by Islamist insurgents in the restive province of Cabo Delgado in northern Mozambique, local sources said. The attacks on the districts of Mocimboa da Praia and Macomia of Cabo Delgado on Wednesday forced the local population to flee their homes, seeking safety in nearby woods, residents told VOA.A group of armed men “hooded with Islamic handkerchiefs” invaded the village of Tandacua in Macomia, searching for food, according to a local resident. The insurgents “arrived around 6 in the evening [local time], so many residents fled the village,” the resident, who declined to give his name, told VOA.“When we returned the next day, we found eight dead people who were beheaded,” the resident said, adding that “the security situation is getting more complicated.”On Tuesday, Islamist militants entered the district of Mocimboa da Praia, killing one civilian at a flour mill before seizing food and livestock. The insurgents “entered Mocimboa da Praia twice this week,” said Zunaid, a Mocimboa da Praia resident who gave only his first name.“After they killed a man on Tuesday and left, they went in again [on Wednesday] to steal more food,” he told VOA.“All residents are in the woods out of fear,” Zunaid said, noting that “there are more military personnel than the local population, but al-Shabab [militants] still come in and attack us.”IS linksSince 2017, militant attacks on civilians and government security forces in Cabo Delgado have killed more than 1,000 people and displaced over 210,000 others, according to the United Nations.Locally known as al-Shabab, Ahlu Sunna wa Jama is the main militant group responsible for these attacks in northern Mozambique. It is considered to be the Mozambique affiliate of the Islamic State (IS) terror group. However, Eric Morier-Genoud, a Mozambique expert at Queen’s University Belfast, says there is little “evidence that the Islamic State is behind this group, which radicalized its positions in the face of many existing inequalities” in the Muslim-majority province.“The group has approached the Islamic State, but it has little influence yet,” he told VOA, adding that the extent of the connection between the local militant group and IS “basically has been an exchange of information up to now.”In April 2019, IS declared its so-called Central African Province, known as ISCAP. Attacks attributed to its Central African Province affiliate have been limited to Mozambique and the Democratic Republic of the Congo.Increased attacksIn recent months, militants have stepped up their attacks in Cabo Delgado, leading experts to predict that the conflict will likely continue for a long time.Murade Murargy, former executive secretary of the Community of Portuguese Language Countries (CPLP), says he doesn’t “believe a solution to the conflict in Cabo Delgado will be reached in the short term, but in the medium or long term.”The Mozambican diplomat told reporters this week that the insurgency in the northern Mozambican province “is beyond the religious question, but it has an economic aspect as well.”Cabo Delgado is a gas-rich region where major international oil and gas companies, including ExxonMobil and Total, have several investment projects.Transnational insurgencyObservers say that some of the militants fighting in northern Mozambique are allegedly Tanzanian nationals. Tanzania, which borders Cabo Delgado to the north, recently deployed troops to the border area to prevent a spillover of the unfolding violence in the Mozambican province.Mozambican officials, however, believe they need to tighten their borders to stop the flow of foreign fighters into the country.“Those who attack us, burn our houses and destroy the infrastructure are based outside the country,” said Bernardino Rafael, commander-in-chief of the Mozambican Police, without naming any countries. They “enter through our borders, which we have to close so that the terrorists do not enter and those who enter do not leave,” Rafael said during a recent speech in the capital, Maputo.Murargy also asserted that militants have been penetrating Cabo Delgado by sea and across the border with Tanzania.South Africa is reportedly preparing to deploy troops to Mozambique to help combat the insurgency in Cabo Delgado, the online newspaper Carta de Mocambique reported Thursday. South African and Mozambican officials, however, have not made official comments on the matter. In May, Mozambican President Filipe Nyusi called on regional governments to support his country in driving out the jihadists.VOA’s Alvaro Andrade from Washington and Ramos Miguel from Maputo contributed to this report.

Tropical Storm Isaias to Hit Florida Saturday as Hurricane, Forecasters Predict

Tropical Storm Isaias could strengthen into a hurricane and threaten the East Coast after battering Puerto Rico and the Dominican Republic, according to U.S. forecasters. The A man guides a tow truck under a downed power line pole after Tropical Storm Isaias hit the area in Mayaguez, Puerto Rico, July 30, 2020.President Donald Trump has signed an emergency declaration for Puerto Rico, which has yet to fully recover from 2017’s Hurricane Maria and a recent series of earthquakes. Tropical Storm Isaias knocked out power across Puerto Rico and caused widespread flooding and a number of small landslides. More than 100,000 people were in need of fresh water. Emergency workers had to rescue several families who were reluctant to leave their homes for public shelters because of the coronavirus.  Isaias also blew down trees in the Dominican Republic. Police arrested surfers who refused to heed warnings to find shelter. Isaias is the ninth named storm of a busy Atlantic hurricane season. This is the earliest date a storm beginning with the letter “I” has formed.

Ahmadi Muslim Sect Member Killed in Pakistani Court was US Citizen

A member of the Ahmadi minority Muslim sect who was shot and killed during his hearing on blasphemy charges in a Pakistani courtroom Wednesday was a U.S. citizen, the U.S. Department of State confirmed.Tahir Naseem Ahmad, 57, allegedly proclaimed prophethood in 2018 and was fatally shot by a teenager who reportedly justified his action as a defense of Islam. In a video posted on Facebook, the teenager claimed the Prophet Muhammad “came to me in my dream and told me … to finish [Ahmad].”Mainstream Muslims believe Muhammad was the last messenger of God and any claim of prophethood after him is heresy. In a tweet hours after the killing, the State Department urged Pakistan “to take immediate action and pursue reforms that will prevent such a shameful tragedy from happening again.”VOA contacted Ahmad’s family in the United States, who said Ahmad suffered from mental health issues. They did not wish to provide more details given the sensitivity of the matter.Renounced belief Ahmad was a teenager when he left his village in Peshawar in 1978 and attended high school in the U.S.Saleem ud Din, spokesman for the Ahmadi Jaam’at in Pakistan, told VOA that Ahmad had disassociated himself from the Ahmadi minority and embraced Sunni Islam.“He announced in a gathering with other Muslim clerics that he denounced Ahmadiyya and embraced Islam,” ud Din said. “He made different claims about prophethood. … We believe mental health issues were also there.”Videos circulating on social media platforms showed Ahmad declaring himself a prophet. In other videos, he appeared with a group of local villagers, clerics and police in Peshawar apologizing and renouncing his claim to prophethood and affiliation with the Ahmadi community.“I made a mistake about the claims that I made, I have a lot of stress on my brain. My brain is not well. I apologize for everything I have said. I am a Muslim, and God willing, I will die a Muslim,” Ahmad said in the video.VOA could not independently verify the authenticity of the videos.Speaking to VOA, police officials in Peshawar used a religious slur for Ahmadis when referring to Ahmad. Ahmadis are considered non-Muslims according to Pakistan’s constitution and can be punished if they self-identify as such.Ahmad jailed since 2018Officials added that Ahmad had been charged with insulting the prophet in 2018 and was in jail awaiting his trial.“Charges of blasphemy had been registered against him under sections 295A, 295B and 295C of the Pakistan Penal Code in Sarband [the police station]. He was accused of insulting the prophet of Islam by a local mullah,” Ejaz, a police officer at the Sharqi police station, told VOA.Mufti Wajid Ali, the local cleric who allegedly arranged Ahmad’s conversion, told VOA that Ahmad had signed a written document renouncing his Ahmadiyya belief and agreed to punishment by law if he backtracked on his belief in the finality of the prophethood of Muhammad.“After signing and accepting the terms to the agreement, the people forgave him, and he returned to America, where he continued to make blasphemous statements and claims to prophethood online,” Ali said. “And he continued to visit Pakistan fearfully until 2018, when our friend and follower of the Khatme-Nabuwat, Awais from Nowshera, who was in contact with him, lured him and informed the police.”The official First Incident Report (FIR) charge sheet provided to VOA by the Sarband police indicates that an individual named Awais Malik of Nowshera, a student of Jamiat-e-Muhammadia, a hardline Islamic educational institute, registered the complaint that landed Ahmad in jail without bail.VOA reached out to Malik, who claimed Ahmad contacted him in 2018 through Facebook and seemed “completely mentally stable.”Assailant charged with murderUnder Pakistan’s penal code, individuals accused of blasphemy or insulting Islam and the prophet may face life imprisonment or death.Peshawar police confirmed that the teenage assailant was taken into custody and charged with murder.Following the incident, many Pakistani hardliners lauded the teenager as a hero on social media.Rights groups have condemned the killing, calling on the Pakistani government to repeal what Amnesty International called “the draconian blasphemy laws that enable abuse.”In a statement Wednesday, Amnesty said Ahmad’s killing “is yet another example of how Pakistan’s blasphemy laws embolden vigilantes to threaten or kill the accused.”The U.S. Commission on International Religious Freedom (USCIRF) designated Pakistan as a Country of Particular Concern (CPC) in 2020 because of its “systematic enforcement of blasphemy and anti-Ahmadiyya laws.”USCIRF has called on Islamabad to repeal its blasphemy law, which, according to the commission, exacerbates interreligious tensions.US involvement limitedThe U.S. Embassy and consulates in Pakistan say they are limited in their capacity to assist U.S. citizens in the country.“A U.S. passport does not entitle anyone in Pakistan to any special privileges,” the U.S. Embassy in Islamabad says on its website. It adds that its American Citizens Services (ACS) unit “cannot get an American citizen out of prison, prevent the local authorities from deporting an American after release from jail, or interfere in civil or criminal proceedings.”The Pakistan Foreign Office has not responded to a VOA request for comment on the case.VOA’s Abdur Razzaq and Arshad Mohmand contributed to this report from Peshawar.

Belarus Arrests Suspected Russian Mercenaries, Alleges Election Plot

Relations between Russia and its erstwhile ally Belarus veered into uncharted territory after Belarusian security forces on Wednesday detained more than 30 suspected Russian mercenaries near the capital Minsk — allegedly for trying to disrupt Belarus’ Aug. 9 presidential elections.

The arrests came in the midst of a charged election season, one that has seen Belarus’s longtime President Alexander Lukashenko detain several would-be rivals only to see their wives step up as placeholder candidates.

In particular, the candidacy of Svetlana Tikhanovskaya — whose husband, the political blogger Sergei Tikhanovsky now sits in jail on what she says are trumped up charges — has emerged as the opposition’s lead candidate and an unexpected political star attracting large crowds.
.
The timing of the Russians’ detention prompted questions of whether the arrests were a pretext for canceling elections or declaring a national emergency.

On Thursday, the Belarusian election commission gathered remaining candidates for a meeting and announced that security measures at rallies and mass gatherings would be increased.

Belarus’ Investigative Committee also said the detained Russians and two would-be presidential candidates would face joint criminal charges — suggesting Belarusian authorities were trying to exploit the incident for political gain.

Lukashenko also appeared in a televised meeting with his Security Council, where he insisted on clarification about the Russians presence from Moscow.

“If they’re Russians, then we should reach out immediately to appropriate structures of the Russian Federation, so they explain what’s happening,” said Lukashenko.

The Belarusian leader added, “we don’t have any goal to smear a country with whom we’re close.”

In related moves, Belarus’ Foreign Ministry summoned the Russian ambassador in Minsk and both countries said they were working to strengthen border controls.

Neither the Kremlin nor Russia’s Foreign Ministry has commented on the incident.
 An odd holiday

The arrests were first announced by the Belarusian state news agency Belsat, which claimed those arrested were part of a 200 strong paramilitary force that had infiltrated Belarus ahead of the vote.

Only the report claimed Belarus security services had discovered 32 of the Russians at a resort outside of Minsk — with the Russians standing out for both their camouflage clothes and un-holiday-like demeanor.People walk past a campaign poster of opposition presidential candidate Svetlana Tikhanovskaya in Minsk, Belarus, July 30, 2020.“They did not drink alcohol or visit entertainment facilities and kept to themselves to maintain a low profile,” said the TV report, while adding this was “atypical behavior for Russian tourists.”
Video showed the men being detained in their underwear with guns and ammunition scattered about.

Belarus’s KGB later issued a statement identifying the men as part of the Wagner Group, a shadowy Russian mercenary force that journalists have traced to Kremlin proxy battles in east Ukraine, Syria, and portions of Africa.

Zahar Prilepin, a renowned Russian novelist who has taken up arms with pro-Russian rebels in fighting in east Ukraine, said in an interview with Russia’s URA.ru news service that he recognized some of the detained men as Wagner fighters.

The Wagner group is allegedly under the control of Evgeny Prigozhin — often referred to as “Putin’s Chef” for securing state food industry contracts in the armed forces and schools.

Despite years of mounting evidence, the Kremlin has always denied the paramilitary group’s existence.
 End game theories

Though formally allies, relations between Moscow and Minsk have frayed in recent years over a long-stalled reunification effort to create a supra-state.

Observers say Lukashenko, in particular, has resisted the union out of fear of playing the lesser figure to Russian President Vladimir Putin.

The Kremlin has also expressed displeasure over Lukashenko’s hands-off approach to battling the novel coronavirus —voicing concerns that the virus could spread across the border.

The Belarusian leader — who announced on Tuesday that he had been infected but survived the virus without showing symptoms or stopping work — has dismissed fear of the pandemic as “mass psychosis.”

In a sign of just how strained relations have become, the Belarusian leader openly accused Russia of trying to foment a street revolution earlier this week.
It is a charge normally reserved for the United States.

Indeed, the primary debate surrounding the arrest episode centered on Lukashenko’s intentions and Moscow’s role.

Had Belarus really foiled a plot or was this a staged event ahead of the Aug. 9 vote?

Gleb Pavlovsky, a former political advisor to President Putin, said in an interview with Echo of Moscow radio that the size of the Russian force suggested more theater than threat.

“I don’t think that Moscow will angrily respond to it, because in these situations the actors are released at the end of the play,” said Pavlovsky.

“In other words, after the elections.”

Florida posted a record 216 deaths, while Texas reported at least 313 deaths.U.S. health experts say many states reopened businesses and public attractions too soon. They also say a lack of clear guidance and enforcement from the national government means governors must develop their own public health directives to contain the spread of the coronavirus. The result is restrictions and directives that vary from state to state, including travel limitations for returning residents and nonresidents. In Australia Other countries are experiencing a surge of new coronavirus cases, chief among them Australia. The southern state of Victoria posted 723 new COVID-19 cases and 13 deaths on Wednesday, a new one-day record for the state hardest hit from the sudden spike of the disease. The new numbers exceed the 532 new coronavirus cases posted Monday for Australia’s second most populous state. Victoria has now reported a total of more than 9,900 COVID-19 infections and 105 deaths, making up the majority of Australia’s 16,298 total confirmed cases and 189 deaths.Melbourne, Victoria state’s capital, is the center of the state’s current COVID-19 surge. South African Environmentalists Sue to Clean Up Toxic Mines

A sandy hill is all that remains of a Mintails gold mining operation, just outside Johannesburg.Mintails, an Australian-owned company, is being sued, along with the government, for not cleaning up environmental damage at its mines. The Federation for Sustainable Environment is taking the court action. The group’s director, Mariette Liefferink, says waste at the mines, including uranium, has released radiation on nearby communities and squatters.”We do not hold the directors ourselves criminally responsible, but we do ask for the court to order the government to take action against the directors,” Liefferink said. “So, we hope to achieve a precedent.”Mintails was liquidated last year, leaving an unfunded environmental liability.Meanwhile, the Department of Mineral and Energy Resources is seeking to avoid a lengthy legal process and wants to see the case settled out of court. The department’s Sunday Mabaso says a solution needs to be found.Illegal mining issue”We really would like to find a solution for the community, and we would love the mine to come back and work so that it can resolve the environmental challenges,” Mabaso said. “And also resolve the issue of illegal mining in that area, which is now becoming a nuisance to the community and everyone in the surrounding area.”Nearby communities such as Tudor Shaft are exposed to radiation and toxic tailings, leftovers separated from the ore, Liefferink said.“This was declared a radioactive hot spot,” she said. “The radioactivity in this area is significantly elevated. This community has been exposed for decades, or more than a decade, to the dust fallout from the tailings storage facility, the physical risks from open-pit mining and blasting.”Some Tudor Shaft residents have been relocated to safer areas, but many more have been left behind. The absence of basic structures in this impoverished area is making life unbearable for Tudor Shaft residents, said community activist Lucas Mitsipitso.”There is no infrastructure, no water, no electricity, and the community has been here since 1995,” he said. “And we try to engage with different, you know, municipal departments, as far as this is a concern. And there was no luck, no answers in our proposals that we made in regard to relocation.”With the fate of the legal action filed by environmentalists unclear, the contamination surrounding one of the biggest gold reserves in the world appears unlikely to be cleaned up anytime soon.

Fear & Stigma Keep Nigerians from Helping Contact Tracers

As the number of confirmed COVID-19 infections in Nigeria increases, contact tracing of patients in the country’s communities is becoming more difficult for health officials.  Nigeria’s Presidential Task Force Committee on COVID-19 has criticized Nigerians who refuse to assist contact tracers due to fear and stigma.  But in some communities, local leaders have stepped up to help the tracers do their job.Daniel Sila is the town crier in this Mabushi village near Abuja city. Occasionally, he disseminates vital information from the village chief to people who live in the community. But in recent weeks, his message has been about COVID-19, and ways to prevent it.Silas said he also helps health officials with their contact tracing mission in the village.Sila said they came in their vehicles.  I wore coronavirus protection clothing with them.Sorry, but your browser cannot support embedded video of this type, you can

Danjuma Dogo, the community secretary, said cases have increased exponentially.”The first time was about seven cases, the second was about fourteen. The conclusion when that testing was done, I think it was about 70-something.”  Health authorities responded by conducting extensive testing in Mabushi. But as more positive cases were discovered, it became a challenge to trace them. They sought an audience with the community heads, and officials like Danjuma Dogo were assigned to help health workers locate positive cases.”They came with the list and  we responded quickly by working together with them to fish out those ones affected. I was part of the committee and the list was with me, we had to go round, checking who and who is affected,” said Dogo. So far Nigeria has recorded more than 41,000 cases of COVID-19.  But the fear and stigma attached to the disease have limited the number of people who show up for testing or report symptoms.Last month, the presidential task force committee on coronavirus criticized the reluctance of Nigerians to aid health workers or participate in contact tracing. The committee says unless Nigerians change their attitudes, the pandemic cannot be brought under control.

Central Africa’s Muslim Feast Hampered as COVID-19 Blocks Livestock Trade

More than one million livestock being transported from Cameroon and Chad for Eid al-Adha, the Muslim feast of sacrifice, have been blocked at the borders with Equatorial Guinea, Gabon, and Nigeria.  Cameroon’s neighboring states are refusing imports due to COVID-19, forcing livestock merchants who depend on the annual festival, known locally as Tabaski, to sell at cut-rate prices.Spokesperson for the Central African Association of Cattle Sellers Clementina Ondo said their trade was already crumbling because of COVID-19.The situation is made worse, she said, because border authorities are blocking trade of their livestock raised to sell for the Muslim feast of Eid al-Adha, known locally as Tabaski.Ondo spoke via a messaging app from the Cameroon town of Kiossi, on the borders with Equatorial Guinea and Gabon. She said at least 500 sheep and cattle sellers now find themselves in serious economic hardship. Ondo said it is unfair for major consumers of their animals like Gabon and Equatorial Guinea to completely seal their borders during peak sales periods like the feast of Tabaski. She said Cameroon refused entry to 20 trucks sent from Equatorial Guinea and Gabon to transport sheep in less than 24 hours.A health worker collects an oral swab from a woman during a COVID-19 coronavirus test at the Nkembo health center in Libreville, Gabon, July 9, 2020.Ondo said the sheep and cattle were from northern Cameroon and Chad, where ranching is a main economic activity.Cameroon’s Prime Minister Joseph Dion Ngute on Wednesday denied his country is blocking the livestock trade.”We require a certificate to show that people coming in are free of the virus. So, the frontiers are not closed.  They are still open but to certain categories of transporters,” he said.In March, Cameroon and its neighbors the Central African Republic, Chad, Equatorial Guinea, Gabon and Nigeria sealed their borders to stop the spread of COVID-19.Cameroon and Chad later said they would allow merchants access as they were suffering economic hardship from the pandemic.  Livestock traders had hoped neighboring states would follow suit or were unaware of the restrictions. But the Association of Cattle Sellers this week reported that Equatorial Guinea and Gabon refused imports of over 200,000 sheep and cattle. The association said Nigerian border authorities blocked another half-million animals from being exported from Cameroon. But while Cameroon’s livestock suppliers are suffering the glut, local buyers are benefitting.28-year-old Cameroonian butcher Kaigama Abo said prices have dropped by up to 70 percent. He said he can now afford to buy many sheep for the Tabaski feast with Muslim neighbors and friends — and also to store for selling when the price goes up.Abo said he is buying as many sheep as possible to sell and make much profit when COVID-19 reduces and the borders are opened. He said sheep he buys today at between $60 and $100 are normally sold for $400 to $500. Abo said he cannot miss the opportunity. But while Cameroon’s Muslims are celebrating the low prices, the Tabaski feast will still be hampered by pandemic restrictions.People are required to gather in groups of 50 or less, wear face masks, frequently wash their hands, and keep a distance of at least two meters from each other.

Taliban Announces Prisoner Release

The Taliban announced late Wednesday it will soon release remaining imprisoned Afghan security force members, a day after a similar announcement from Afghanistan’s president, Ashraf Ghani, indicating that the start of negotiations between the warring factions in Afghanistan may be close.“The Islamic Emirate due to compassion of the Amirul-Momineen and as a goodwill gesture, will release the remaining prisoners of the Kabul Administration before Eid al-Adha, thus completing the release of 1000 prisoners,” Tweeted Suhail Shaheen, a Taliban spokesman based in Doha.Ghani had indicated Tuesday that intra-Afghan negotiations with the Taliban were imminent.“With this action, we look forward to the start of direct negotiations with the Taliban in a week’s time,” he said, announcing the decision to release the remaining of the 5,000 total Taliban prisoners. Both sides also have agreed to a three-day cease-fire during the Muslim holy festival of Eid.FILE – U.S. Special Representative for Afghanistan Reconciliation Zalmay Khalilzad leaves the Presidential Palace in Kabul, March 9, 2020.On Wednesday, Zalmay Khalilzad, the United States Special Representative for Afghanistan Reconciliation, met senior Afghan officials in Kabul and discussed the latest developments.“Meeting @US4AfghanPeace accompanied by @USAmbKabul this evening and welcoming the mutual 3-day Eid al-adha truce announcement, we focused on the last phase of prisoner exchanges leading to intra-Afghan talks & a permanent ceasefire, preceded by further reduction in violence,” tweeted Abdullah Abdullah, the chairman of the High Council for National Reconciliation, charged with leading the negotiations with the Taliban.Participants, including President Ghani and former President Hamid Karzai, also discussed the possibility of extending the cease-fire beyond Eid, according to the office of the president. The exchange of prisoners had been holding up the start of intra-Afghan negotiations since March. The Afghan government resisted releasing Taliban prisoners unless the militants reduced the level of violence in the country. The Taliban refused to sit for negotiations unless all of their 5,000 prisoners were released.Faridom Khawzoon, a spokesman for the council, said the two sides have resolved their issued.“The problem has almost been resolved and in the coming days this issue will be completely resolve. Five-thousand prisoners of the Taliban will be released, and 1,000 prisoners of Afghans security forces will be released,” he told VOA Thursday. While several countries are being considered as a possible venue for intra-Afghan negotiations, the spread of the novel coronavirus has complicated logistics. The negotiations will include a political team of Taliban and a team of Afghans representing various political factions, activists, women, and Afghan civil society. The first round may be held in Doha, the capital of Qatar, where a Taliban political team has been living for years and where it negotiated for almost a year-and-a-half with Khalilzad and his team.

A court in Moscow has sentenced former U.S. Marine Trevor Reed to nine years in prison after finding him guilty of assaulting two police officers, a charge that he refused to admit.Judge Dmitry Arnaut of Moscow’s Golovinsky District Court on July 30 also ordered Reed to pay 150,000 rubels ($2,000) to each police officer as compensation for moral damage. The 29-year old man, who is from Texas, traveled to Moscow in May 2019 to study Russian and spend time with his Russian girlfriend, Alina Tsybulnik. On August 15, several days before his trip back to Texas, Reed and his girlfriend attended a party organized by her colleagues. He claims to have no memory of what happened following the party, where he says he was encouraged to drink large quantities of vodka. In a car going home afterward, Reed said he felt unwell, asked the driver to stop, and got out. His girlfriend’s co-worker called police and left the site with another colleague, leaving Tsybulnik alone with Reed. Two police officers arrived at the scene and took Reed in to sober up, telling Tsybulnik to come back in a few hours and pick him up.Tsybulnik told RFE/RL that when she arrived at the police station later, Reed was being questioned, without a lawyer or interpreter present, by two men who introduced themselves as employees of the Federal Security Service (FSB).Tsybulnik was told that her boyfriend was accused of endangering the lives of the policemen who brought him in by yanking the driver’s arm and elbowing another officer who tried to intervene. However, the case against Reed has been marred by inconsistencies. Video evidence reviewed in court appeared to show no evidence that the police vehicle swerved as a result of Reed’s actions, as alleged by the police officers.Speaking before the judge, the officers themselves have claimed to have no memory of key moments in the journey, and have retracted parts of their statements on several occasions or failed to answer simple questions from Reed’s defense team.Reed is one of several American citizens to face trial in Russia in recent years on charges that their families, supporters, and in some cases the U.S. government have said appear trumped up.Last month, another former U.S. Marine, 50-year-old Paul Whelan, was sentenced by a court in Moscow to 16 years in prison for espionage which he, his supporters, and the U.S. government have questioned.

UN Calls for Action on Landmine Deaths Among Displaced in Sahel, Lake Chad Regions

The U.N. refugee agency is calling for urgent action to stop the killing and maiming of refugees and other forcibly displaced people from landmines and improvised explosive devices in Africa’s Sahel and Lake Chad basin regions. Deaths and injuries from these indiscriminate killing machines are rising at an alarming rate.  Security forces reportedly are the intended targets of attacks by various armed groups operating in Africa’s conflict-ridden Sahel and Lake Chad basin.  But the U.N. refugee agency says civilians are paying the heaviest price. UNHCR spokesman, Babar Baloch says landmines and unexploded ordnance are posing a growing threat to refugees, internally displaced people and the local communities hosting them.  He says many of the victims are children under age 18. “Chad and Nigeria top the most affected countries in the lake Chad Basin,” he said.  “In the most recent incident in a refugee camp in the east of the country on June 24, four refugee children aged from 9 to 12 were killed and three others were seriously injured when they picked up an unexploded device and tried to open it.”  Baloch says hundreds of deaths and injuries from landmines and improvised explosive devices have been reported in Northeastern Nigeria.  He says UNHCR teams on the ground have witnessed a rising trend in the Sahel in the killing and maiming of civilians from these lethal weapons. The Sahel is facing one of the fastest growing displacement crises in the world.  Baloch notes millions of people have fled indiscriminate attacks and widespread violations from armed groups, including summary executions and rape. “In addition to the high death toll, injuries and their after-effects, including psychological damages, the presence of explosive devices hinders access to local livelihoods such as pastures, fields, farms, firewood as well as community infrastructure.  They also affect the delivery of humanitarian aid and development activities,” he said. The UNHCR is calling on governments and humanitarian organizations to speed up the removal of these dangerous weapons.  It says awareness campaigns must be expanded to inform populations at risk about the horrifying threats they face and what they can do to protect themselves from these barbaric weapons of war. The Landmine and Cluster Munitions Monitor reports more than 120,000 civilian deaths and injuries have been documented since the landmine ban came into force in 1999.  It reports casualties continue to rise despite the ban.
