Canada Signs Deals with Novavax, Johnson & Johnson for Coronavirus Vaccines

Canada reached an agreement in principle on Monday with both Novavax and Johnson & Johnson for millions of doses of their experimental coronavirus vaccines, Prime Minister Justin Trudeau said. Canada’s two agreements follow separate deals with Pfizer and Moderna announced weeks ago, and are the latest example of countries rushing to secure access to vaccines. Canada is also in “the final stages of negotiations” to secure AstraZeneca’s potential vaccine and is in talks to secure more doses of the Pfizer vaccine candidate, Procurement Minister Anita Anand said. “What we are trying to do is make sure that when a vaccine is developed, we are at the front of the line,” Anand told reporters. Canada has a population of about 38 million, and the four vaccine agreements signed so far “give Canada at least 88 million doses with options to obtain tens of millions more,” Trudeau said when he announced the deals in Montreal. More doses possibleAll four agreements announced so far have options to purchase more doses if needed, officials said. Trudeau also said the government will invest C$126 million ($96.7 million) over two years to build a biomanufacturing facility at the Human Health Therapeutics Research Centre in Montreal capable of producing up to 2 million doses of a vaccine per month by next year. Last week, Canada’s National Research Council said it had ended its partnership on a coronavirus vaccine with China’s CanSino Biologics because the company lacked the authority to ship the vaccine. Help for businessesSeparately, Canada extended to the end of October a program to provide loans of up to C$40,000 ($30,666), a quarter of which is forgivable, to small businesses struggling amid the pandemic. It had been due to expire Monday. Novavax said it expects to finalize an advance purchase agreement to supply doses of the vaccine, beginning as early as the second quarter of next year. Novavax has agreed to supply up to 76 million doses of its experimental vaccine, while Johnson & Johnson will supply up to 38 million doses of its vaccine candidate. Both agreements are subject to the vaccines obtaining licenses from Health Canada. Financial terms of the agreement were not disclosed. Shares of Novavax were up 1.7% at $109.59 and Johnson & Johnson shares were little changed at $153.72 on Monday afternoon.

Thousands of Passengers Stranded Overnight on Trains in France

Rail officials say thousands of passengers were trapped overnight on high-speed TGV trains that were halted by electrical problems in southwestern France. SNCF, the national rail authority, apologized Monday for what it called “a series of electrical supply incidents” that started Sunday afternoon and disrupted service to Paris.  SNCF officials said a train from Hendaye, a popular tourist destination on the border with Spain, was carrying about 1,000 vacationers back to Paris when electrical issues halted it in the remote Landes region. Officials say those passengers were transferred to another train bound for Bordeaux in the middle of the night. Four high-speed trains connecting Bordeaux with other cities in the region were also stuck on tracks into the night, resulting in delays on other routes.  Frustrated travelers posted images on social media of children sleeping on floors, and described the challenges of wearing face masks for as long as 20 straight hours.  French media reported that several people were evacuated for medical reasons. SNCF Strategic Crisis Director Jérôme Attou told reporters in Bordeaux that authorities were still inspecting the tracks and the catenaries — power lines that deliver electricity to the trains — and getting the network back in working order. Attou said he expected trains to be running normally by Tuesday. France’s junior minister for transport, Jean-Baptiste Djebbari, said all passengers will be reimbursed three times the cost of their tickets.

Rwandan Hotelier Arrested for ‘Terrorism’

A Rwandan man who has been internationally celebrated for his efforts to save ethnic Tutsis in the 1994 genocide has been arrested on charges of terrorism.Paul Rusesabagina, an ethnic Hutu, has received multiple human rights awards, including the U.S. Presidential Medal of Freedom in 2005 for sheltering hundreds of Tutsis at his hotel in 1994.Rusesabagina, who was depicted in the film “Hotel Rwanda,” is accused of terrorism, arson, kidnapping and murder, perpetrated against unarmed, innocent Rwandan civilians on Rwandan territory,” according to a statement from the Rwanda Investigation Bureau.RIB STATEMENT ON THE ARREST OF PAUL RUSESABAGINA1. Record Rains, Urban Flooding Woes Continue in Karachi

Parts of Pakistan’s commercial hub, Karachi, continued to be submerged Monday, days after record-breaking rainfall caused heavy flooding.”Normal rainfall in Karachi in the month of August is 68 millimeters (6.8 centimeters). When there is war in Afghanistan, the most refugees arrive in Karachi. When there are floods in the country, the affected go to Karachi. If there is insurgency in Balochistan, locals escape to Karachi. If there are no jobs in southern Punjab, the preferred refuge is Karachi,” he said.Like other metropolitan cities of the world, he said, Karachi needs to be managed by a strong municipal government and an empowered mayor, but he added that local politics intervened in the execution of such an idea.

Former Indian President Mukherjee Dies After COVID-19 Diagnosis

India’s former President Pranab Mukherjee died Monday following weeks of hospitalization and a COVID-19 diagnosis. He was 84.Mukherjee was admitted to the Army Research and Referral Hospital in New Delhi on Aug. 10 to remove a blood clot in his brain after he suffered a fall. There, he tested positive for COVID-19, the disease caused by the novel coronavirus. He announced the diagnosis on Twitter and asked anyone who was in close contact with him to “please self-isolate and get tested.”On a visit to the hospital for a separate procedure, I have tested positive for COVID19 today.

He remained in a coma and on ventilator support after surgery. Mukherjee died of multiple organ failure 21 days after his COVID-19 diagnosis. The former president’s son, Abhijit Mukherjee, confirmed the news in a tweet. “With a Heavy Heart, this is to inform you that my father Shri Pranab Mukherjee has just passed away inspite (sic) of the best efforts of Doctors of RR Hospital,” he wrote.With a Heavy Heart , this is to inform you that my father Shri #PranabMukherjee has just passed away inspite of the best efforts of Doctors of RR Hospital & prayers ,duas & prarthanas from people throughout India !

Scientists See Downsides to Top COVID-19 Vaccines from Russia, China 

High-profile COVID-19 vaccines developed in Russia and China share a potential shortcoming: They are based on a common cold virus that many people have been exposed to, potentially limiting their effectiveness, some experts say. CanSino Biologics’ vaccine, approved for military use in China, is a modified form of adenovirus type 5, or Ad5. The company is in talks to get emergency approval in several countries before completing large-scale trials, the Wall Street Journal reported last week. A vaccine developed by Moscow’s Gamaleya Institute, approved in Russia earlier this month despite limited testing, is based on Ad5 and a second less common adenovirus. A scientist works inside a laboratory of the Gamaleya Research Institute of Epidemiology and Microbiology during the testing of a coronavirus vaccine, in Moscow, Russia, Aug. 6, 2020. (Russian Direct Investment Fund/Handout via Reuters)”The Ad5 concerns me just because a lot of people have immunity,” said Anna Durbin, a vaccine researcher at Johns Hopkins University. “I’m not sure what their strategy is … maybe it won’t have 70% efficacy. It might have 40% efficacy, and that’s better than nothing, until something else comes along.” Vaccines are seen as essential to ending the pandemic that has claimed over 845,000 lives worldwide. Gamaleya has said its two-virus approach will address Ad5 immunity issues. Both developers have years of experience and approved Ebola vaccines based on Ad5. Neither CanSino nor Gamaleya responded to requests for comment. Researchers have experimented with Ad5-based vaccines against a variety of infections for decades, but none are widely used. Oxford University and AstraZeneca based their COVID-19 vaccine on a chimpanzee adenovirus, avoiding the Ad5 issue. Johnson & Johnson’s candidate uses Ad26, a comparatively rare strain. Dr. Zhou Xing, from Canada’s McMaster University, worked with CanSino on its first Ad5-based vaccine, for tuberculosis, in 2011. His team is developing an inhaled Ad5 COVID-19 vaccine, theorizing it could circumvent pre-existing immunity issues. “The Oxford vaccine candidate has quite an advantage” over the injected CanSino vaccine, he said. Xing also worries that high doses of the Ad5 vector in the CanSino vaccine could induce fever, fueling vaccine skepticism. “I think they will get good immunity in people that don’t have antibodies to the vaccine, but a lot of people do,” said Dr. Hildegund Ertl, director of the Wistar Institute Vaccine Center in Philadelphia. In China and the United States, about 40% of people have high levels of antibodies from prior Ad5 exposure. But they cautioned that HIV incidence should be monitored during and after trials of all Ad5-based vaccines in at-risk populations. 
“I would be worried about the use of those vaccines in any country or any population that was at risk of HIV, and I put our country as one of them,” said Dr. Larry Corey, co-leader of the U.S. Coronavirus Vaccine Prevention Network, who was a lead researcher on the Merck trial. Gamaleya’s vaccine will be administered in two doses: The first based on Ad26, similar to J&J’s candidate, and the second on Ad5. Alexander Gintsburg, Gamaleya’s director, has said the two-vector approach addresses the immunity issue. Ertl said it might work well enough in individuals who have been exposed to one of the two adenoviruses. Many experts expressed skepticism about the Russian vaccine after the government declared its intention to give it to high-risk groups in October without data from large pivotal trials. “Demonstrating safety and efficacy of a vaccine is very important,” said Dr. Dan Barouch, a Harvard vaccine researcher who helped design J&J’s COVID-19 vaccine. Often, he noted, large-scale trials “do not give the result that is expected or required.”

Cameroon Secures Borders Amid Renewed Threats

Cameroon says it is increasing security along its borders with the Central African Republic and Nigeria after suspected rebel incursions and interceptions of vehicles transporting explosives.Government officials and the military braved a heavy downpour in northern Cameroon Monday to visit the commercial town of Pakete on the border with Nigeria. Jean Abate Edi, governor of Cameroon’s North region where Pakete is located said his trip is to make sure that the border with Nigeria is immediately secured.He said intelligence reports at his disposal indicate that security is threatened on Cameroon’s northern border with Nigeria. He said henceforth vehicles known locally as Starlettes are prohibited from transporting goods into Cameroon from Nigeria and that the military has been reinforced along the Nigerian border.Edi did not say how many more troops have been deployed to the border zone.Jude Mofor, coordinator of a government operation to secure the border zone, said he invited the governor and his top officials because of the increasing wave of insecurity along the border. He says last week the military intercepted two vehicles bringing into Cameroon explosives from Nigeria. He said Starlettes are increasingly being used in transporting illegal and prohibited goods.”As our normal duty, we control everything that enters the country. This Starlette was coming and then we stopped it and it refused to stop. Our boys used a special technique that we have to stop vehicles. While controlling, the two occupants of the vehicle ran away. It is then we discovered this stock of explosives,” he said.Mofor said they had opened investigations to determine the origin and destination of the explosives. He said they also seized and were keeping what he described as huge quantities of prohibited goods from Nigeria that may undermine the security of Cameroonians.The governor said he suspected that the explosives were either destined to commit atrocities in Cameroon or were in transit to the troubled neighboring Central African Republic.General Agha Robinson, commander of Cameroon troops fighting insecurity on Cameroon’s border with C.A.R. and Nigeria also visited the border zones. Robinson said the military also has noticed an increase in the number of people abducted for ransom along Cameroon’s border with C.A.R.Robinson said he has increased troops on that border because Cameroon has within a week reported eight incursions from suspected C.A.R. rebels.”We came to analyze the operations ongoing so that the success we are recording these days should continue. We came down also to talk to our soldiers to make them know that they have to carry out their mission with professional consciousness. We want to end by calling on the population to go towards those soldiers to denounce [suspects] and then they [the military] will be able to defend them [easily],” he said.Robinson said in one of the incursions, the rebels left with an undisclosed number of cattle and money they seized from ranchers in the border town of Tignere.Civilians said two other attacks on merchants were reported in the border town of Galim. They said the rebels also seized gasoline and fled on motorcycles. Last Sunday a confrontation with Cameroon military killed three suspected rebels remaining in Tignere.The Cameroon military said it seized war weapons from the rebels who had attacked to gain supplies but gave no further details.Cameroon shares an 800-kilometer long boundary with the landlocked C.A.R. There are currently some 250,000 C.A.R. refugees in Cameroon.For the past eight years, sectarian Christian and Muslim militias in C.A.R. have been waging war against each other with horrific violence.

Sudanese Rebel Forces, Darfur Government Reach Peace Deal

Sudan’s transitional power-sharing government has reached a peace deal with an alliance of rebel groups from the troubled western region of Darfur.   The government says it initialed a pact Monday in Juba, the capital of neighboring South Sudan, with the Sudan Revolutionary Front, which includes the Justice and Equality Movement and the Sudan Liberation Army.  The coalition includes rebel groups that have fought in the neighboring southern states of South Kordofan and Blue Nile.   The final agreement offers the rebel groups political representation, integration into the national security forces and economic and land rights.Sudan Ready to Cooperate With ICC Over Darfur, PM SaysOmar al-Bashir, jailed since he was toppled after mass protests last year, is wanted by the ICC for alleged war crimes, genocide and crimes against humanity in DarfurThe pact also allows for people who fled Darfur to escape the bloodshed to return to their homes.  The negotiations were brokered by South Sudan, which broke away from the larger Sudan in 2011 after years of fighting. A formal signing ceremony was taking place later Monday in Juba.Two rebel groups, one of them a faction of the Sudan People’s Liberation Movement-North and the other a faction of the Sudan Liberation Army, have refused to sign the accords.About 300,000 people have been killed in Darfur and 2.5 million others displaced from the homes since rebels took up arms in 2003 against the government of autocratic President Omar al-Bashir. Bashir responded with a counter-insurgency campaign carried out by Arab-dominated janjaweed militia forces.Bashir’s government was ousted by a popular uprising last year and replaced by a power-sharing government composed of civilian and military leaders.
