The United States, Britain and France said Saturday their strike on facilities associated with Syria’s chemical weapons program was legal under international law. Speaking at an emergency U.N. Security Council meeting called by Russia, the three powers said the strike was necessary to prevent further use of an illegal and inhumane weapon of war.
